Obituary of Stephen W. Belcher

Stephen W. Belcher, Age 31 a 9-year resident of Plattsburgh, New York, and a former 13 year resident of Bedford Hills, passed away unexpectedly on September 19, 2025 in Plattsburgh, New York.

He was born on November 20,1993 to Jan M. Barrows and William H. Belcher in Sleepy Hollow, New York (Phelps Hospital).

He graduated from Fox Lane High School in 2012 and graduated Summa Cum Laude with a double major in English and Philosophy at SUNY Plattsburgh, Plattsburgh, New York, in May, 2021.

 

Stephen was an Associate for Cooperative Development Institute's (CDI) Water Infrastructure Support Program, where he helped raise and manage federal funds for infrastructure upgrades at mobile home parks across New England.  His boss and close friend, Jeremiah said that "He was a rockstar at the job.  He really made a huge impact in people's lives - he kept their housing affordable, and ensured they had safe water to drink, and he was able to deal with the technical red tape, and explain how everything works to those who lived in the homes."

 

Stephen was a very kind and gentle young man, who found peace and joy in nature.  He was intelligent, thoughtful and empathetic - anyone who knew him loved him.  He cherished hiking in Upstate New York at Pointe Au Roche, walking and biking outdoors and sharing his love of cooking with his Mom.  He was also an amazing baker and could even make macarons.  He found connection in playing video games online with his brother, Robert and held close the memories of a special family trip to Europe, especially the time spent in Sweden.  Above all, Stephen showed a deep love and care for those closest to him.  A devoted son, brother, nephew, cousin and friend, his presence touched countless lives.  He also found immeasurable joy and love with his cats, Plato and Misty.

 

He is survived by his mother, Jan Barrows, his brother, Robert Belcher, his aunt, Judy Barrows, his cousin, Karley Ryan and his father, William Belcher.  He is also survived by many friends and other relatives. 

 

Stephens’ family will receive friends on Friday, September 26th from 4:00 - 8:00pm at Clark Associates Funeral Home, 4 Woods Bridge Road, Katonah, NY.
